Javier Guzman is the Chief of the Health, Nutrition, and Population Division at the Inter-American Development Bank (IDB). He is a global health expert with extensive experience in health policy, pharmaceutical systems, and regulatory affairs. He has held leadership roles at organizations like the Center for Global Development and Management Sciences for Health, supporting governments across Africa, Asia, and Latin America in strengthening their health systems.
Between 2013 and 2018, he worked within the Colombian government as Deputy Director of the health technology assessment agency, Director of Medicines and Health Technologies at the Ministry of Health, and Director General of the Colombian Food and Drug Surveillance Institute. His expertise spans global health security, antimicrobial resistance, and health financing.
Guzman has worked as a physician, researcher, analyst, and policymaker in the United States, United Kingdom, Australia, and Colombia. He holds an MSc in Health Policy, Planning, and Financing from the London School of Economics and the London School of Hygiene and Tropical Medicine, as well as an Executive MBA from the Australian Graduate School of Management.
