Governing Board
The Governing Board is the supreme governing body of the Pandemic Fund. The Governing Board, comprising of 21 voting members, reflects an equal balance of sovereign “contributors” (donors) and sovereign “co-investors” (countries that could receive funding), includes a voting seat for non-sovereign contributors (philanthropies/foundations) and two voting seats for civil society organizations (CSOs). The Governing Board is led by two co-Chairs: Dr. Chatib Basri, Indonesia’s former Minister for Finance, and Dr. Sabin Nsanzimana, Rwanda’s Minister of Health.
In addition, there are several non-voting members, including the Chair and Vice-Chair of the Technical Advisory Panel and the G20 Presidency. The World Bank, in its various capacities, and the World Health Organization, participate as observers on the Governing Board alongside other Multilateral Development Banks (MDBs) and agencies selected as Implementing Entities..

Dr. Muhamad Chatib Basri, a former Minister of Finance of Indonesia and former Chairman of the Indonesian Investment Coordinating Board. He currently serves as the Co-Chair of the Pandemic Fund.
Dr. Basri is now the Chairman of the PT Bank Mandiri tbk. and also Chairman of the PT XL-Axiata tbk.
He is also a member of numerous International Advisory councils including the World Bank Advisory Council on Gender and Development, the Independent High-Level Expert Group on Climate Finance for COP27 and 28, and the Climate Overshoot Comission. He also sits on the Governing Board of the Lee Kuan Yew School of Public Policy, National University of Singapore.
In addition to his various leadership positions, Dr Basri teaches at the Department of Economics University of Indonesia and co-founded CReco Research, an economic consulting firm based in Jakarta.
Dr. Basri was Ash Centre Senior Fellow at the Harvard Kennedy School (2015- 2016), Pacific Leadership Fellow at the Centre on Global Transformation, University of California at San Diego (2016), NTUC Professor of International Economic Relation, RSIS, NTU, Singapore (2016) and Thee Kian Wie Distinguished Visiting Professor at the Australian National University (2016- 2017).
His expertise is International Trade, Macroeconomics and Political Economy. He is the author of a number of papers in international journals and actively writes for various leading newspaper and magazines in Indonesia.

Dr. Sabin Nsanzimana is the Minister of Health of Rwanda since November 2022. He previously served as Director General of the University Teaching Hospital of Butare and the Rwanda Biomedical Centre.
He holds extensive experience in infectious disease and non-communicable diseases programs design, strategic planning and implementation science.
Dr. Sabin holds a Medical Degree (MD) and a master’s degree in clinical Epidemiology from the University of Rwanda; a PhD in Epidemiology from the University of Basel, Switzerland.
Dr. Sabin served as Principal Investigator for several large research projects, including clinical trials in Rwanda and multi-country research collaborations. He is a fellow of the Royal College of Physicians of Edinburg and African Scientific Institute.
He serves as adjunct Assistant Professor of Global Health Delivery at the University of Global Health Equity (UGHE) and Teaches Clinical Epidemiology and research methodology at the University of Rwanda.

She holds a Master in Public Policy from Harvard University’s Kennedy School of Government and has lived and worked extensively in developing and emerging markets.

Previously she served as Head of DG SANTE’s Communication team. She devoted several years of her career to political communication in the Commission`s Communication department (DG COMM). Prior to joining the Commission in 1992, she worked in the public sector and the academic field in Spain. She holds degrees in Political Science (Autonomous University of Barcelona) and Contemporary History (University of Barcelona).

DR. Frode Forland is a Policy Director at the Norwegian Ministry of Foreign Affairs. The last two years he was based in Addis Ababa as a seconded Senior Advisor to Africa CDC in the areas of Evidence, Health Security and NCDs. He is a MD with a specialty in Public Health and General Practice. Previous Associate Professor in Public Health at the University of Tromsø, the Arctic University of Norway. He has more than 25 years of experience in Evidence Synthesis and application of Evidence Based Methods for Public Health. He has working and leadership experience in the field of PH and Infectious diseases for more than 30 years. He has led several organizations on National and International level in Public Health and Primary Health Care. He worked two years at ECDC on a program for Evidence Based Public Health in Europe, and led a project with partners from 11 different countries from Africa and Europe when working at the Royal Tropical Institute in Amsterdam, establishing the Collaboration for Evidence Based Healthcare and Public Health in Africa. At the Norwegian Institute of Public Health, he has led a Program about Global Health Preparedness involving several partners nationally and internationally. He was Cluster Head of five Departments in the Area of Infectious Diseases Control. He has been a lead for three WHO Joint External Evaluations. He is a Scientific Board Member of the Global Health Unit of RKI, a Board Member of HISP/DHIS-2, an Alternate Board Member of Gavi, and he was the Norwegian Advisory Forum Member to ECDC for six years. During the Covid-19 pandemic he was part of the leadership group of the NIPH, and he was frequently used as a spokesperson in the media. His role in Africa CDC has been to lay the foundation for a long term, action-oriented and respectful partnership between the Norwegian Institute of Public Health and Africa CDC. Niall Fry Team Leader, Foreign, Commonwealth, & Development Office, United KingdomNiall is Team Leader for Global Health Security at the UK’s Foreign, Commonwealth and Development Office (FCDO). Responsible for the range of current GHS & PPPR policy areas; including the negotiations on the Pandemic Accord.
Niall has spent eight years working with the global health initiatives, including leading on WHO reform and the UK’s core voluntary contribution to WHO. He has been Deputy Head and then Head of FCDO’s Health Institutions and Health Security Department, which leads on the UK’s funding and engagement with the GHIs.
Previous roles have included: advisor to the UK’s Chief Medical Officer during the H1N1 pandemic; roles in public health R&D; UK domestic policy lead on mental health; and a secondment to the Global Polio Eradication Initiative.

Anna McNicol joined the Australian Department of Foreign Affairs and Trade’s Global Health Division in January 2024. As Director Global Health Funds she manages relationships with a wide range of global health institutions including the Pandemic Fund, Gavi, the Vaccine Alliance, the Global Fund, and the Coalition for Epidemic Preparedness Innovations (CEPI).
Anna has extensive international development experience, including working in DFAT’s Office of the Pacific and Southeast Asia Maritime Division. Anna has served overseas in Indonesia as Counsellor (Economic Governance and Infrastructure) and in the Solomon Islands, both as a civilian under the Regional Assistance Mission to Solomon Islands (RAMSI) and working for the Australian High Commission, with a focus on economic reform. Anna holds a Bachelor of Science from the University of Adelaide.
Jiyoung Choi Deputy Director General, International Finance Bureau, Ministry of Economy and Finance, KoreaJiyoung Choi, Deputy Director General of the International Finance Bureau, Ministry of Economy and Finance (MOEF), Republic of Korea, assumed the current position in July 2024. Prior to this role, she served as the Head of the Planning and Management Team at the Secretariat of the National Economic Advisory Council (April 2023 - July 2024). Her previous roles within MOEF include Director positions in the International Economic Policy Division (2021-2022), International Economic Cooperation Division (2020-2021), Development Finance Cooperation Division (2019-2020), International Monetary System Division (2018-2019), International Financial Institutions Division (2017-2018), and Trade Policy Coordination Division (2016-2017). She also headed the International Monetary Fund Team (2015-2016). Earlier in her career, she served as Principal Research Economist at the African Development Bank (2010-2012) and as Executive Director of the G20 Research Department at the Korea Institute for International Economic Policy (2013-2015).

Derrick Heng Deputy Director-General of Health (Public Health), Ministry of Health, SingaporeDr Derrick Heng is Deputy Director-General of Health of Public Health at the Ministry of Health in Singapore, with responsibility for oversight of Communicable Diseases and Non-Communicable Diseases. His areas of work include population health analytics and the provision of public health intelligence to support policy and planning and international co-operation. Derrick has been involved in policy initiatives in the areas of HIV, TB, tobacco control, obesity, chronic disease screening and mental health in Singapore.
Coming from a background in clinical internal medicine, Derrick began working in the field of epidemiology in 1997, after obtaining a Masters at Cambridge University. Before taking on a policy role, he was involved in epidemiological research in the areas of clinical epidemiology, cardiovascular diseases, diabetes and cancer, in addition to interests in research design and methodology, and the ethical review of clinical trials.

A career member of the Senior Foreign Service, Jeff Graham is the Senior Bureau Official for the Bureau of Global Health Security and Diplomacy (GHSD). He was the inaugural Principal Deputy Coordinator for Global Health Security and Diplomacy for the bureau. He leads a team of health diplomats and global health experts to elevate and integrate global health security as a core component of U.S. national security and foreign policy.
Jeff most recently served as a member of the Secretary of State’s Policy Planning Staff (S/P) where he was responsible for China/Taiwan strategy and served as coordinator of the State Department’s global Policy Risk and Opportunity Planning (PROP) program. From 2018-2021, he was Deputy Principal Officer at the U.S. Consulate General in Shanghai, where he concurrently served as Chair of the Board of Trustees of Shanghai American School, one of the largest international schools in the world. His previous overseas postings with the Department include Beijing, Ghana, Taiwan, Chengdu, and Ethiopia. Jeff also served domestically as Deputy Director and later Director of the Office of Multilateral Affairs in the Bureau of East Asian and Pacific Affairs (EAP/MLA), where he was responsible for U.S. engagement with ASEAN, the Lower Mekong Initiative, and the South China Sea. He also served as External Political Affairs Unit Chief in the Office of Chinese and Mongolian Affairs (EAP/CM).
Prior to joining the Foreign Service, Jeff directed international educational exchange programs for a nonprofit organization in Boston, taught English in Mongolia, and worked with at-risk teens in New York State. He is a Distinguished Graduate of the National War College and holds bachelor’s and master’s degrees from Harvard University.

Mr. Seychell is a graduate in chemistry and pharmaceutical technology. He occupied the post of Head of Directorate for Foodstuffs and Chemicals at the Malta Standards Authority between 2001 and 2006, and that of Director of Environment Protection at the Malta Environment and Planning Authority between 2006 and 2011.
He was appointed Deputy Director General for Health and Consumers at the European Commission in March 2011. Between 2014 and 2020 he was Deputy Director-General for Health in the Health and Food Safety Directorate-General (SANTE), responsible for directorates dealing with public health and health systems and products, covering a number of policy areas including health security, health systems, pharmaceuticals, medical devices, tobacco control and digital health. He also represented the Commission on the Management Board of the European Centre for Disease Prevention and Control (ECDC) between 2011 and 2020.
He was appointed Deputy Director General responsible for Directorates G & R (Human Development, Migration, Governance and Peace (G), and Resources (R) in DG INTPA in June 2020.

Mr Seiche is the Head of Division for Pandemic Prevention and One Health in the German Federal Ministry for Economic Cooperation and Development (BMZ).
He joined BMZ in 2008 and has held several positions: He was an Advisor to the German Council Member with the Global Environment Facility, part of the German delegation to the Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC), and a Senior Policy Officer for bilateral cooperation with South Africa. From 2020 – 2025 he was the Head of the Division Data Management Policy in BMZ.
Before joining BMZ, he was the Team Leader on Climate Change and Senior Policy Officer for Economic Policy with Friends of the Earth Germany (BUND). From 1996 – 1998 he worked as a Scientific Advisor for a Member of the German Federal Parliament (Deutscher Bundestag).
He holds a Diplom as an Economist with studies at the Universities of Würzburg, Konstanz (Germany) and Windhoek (Namibia).

Currently Director in the International Financial Relations Department at the Italian Treasury, Ministry of Economy and Finance, in charge of global public goods and innovative financing (AMCs and IFFIm).
In her career at the Ministry she has held various other positions, working on Multilateral Development Banks, IMF and G7-G20 issues.
She has a long experience in multilateral development cooperation and International Financial Institutions, having served in some of their Executive Boards, including the Inter-American Development Bank, the International Monetary Fund and the World Bank. She is currently representing Italy in the Boards of the Gavi Alliance and the Pandemic Fund.
She has an academic background in political science and international law.

Syarifah Liza Munira is a health economist currently serving as the Director General, Health Policy Agency at the Ministry of Health, Republic of Indonesia. Her interest and expertise spans across a range of public health issues including global health systems, pharmaceuticals and vaccines, tobacco control, behavioral economics, and innovative financing.
Prior to her current role, Liza was a Research Fellow in Health Economics at the Australian National University (ANU) and Economics Lecturer at the University of Indonesia (UI) where she was the Program Director for the Master of Population and Employment Economics Study.
With over two decades of experience in policy development and research, Liza worked in both public and private institutions both at the national and international level. These include the World Health Organization, the World Bank, and the Global Fund to Fight AIDS, TB and Malaria.
At the Global Fund, her work focused on resource mobilization and innovative financing. During this time, she was responsible for countries such as Indonesia, Pakistan, Peru and Kenya and played a significant role in setting the first ever trilateral debt swap agreement for public health between Germany, Indonesia and the Global Fund. She also had a short stint in the private sector, where she established and led the Government Affairs Department at GlaxoSmithKline Pharmaceuticals in Indonesia.
Liza Munira has an Economics and Public Policy background and earned her Doctorate degree from ANU, a Master in Public Policy from the National University of Singapore, and a Bachelor degree in Economics from Universitas Indonesia.

Kristen Chenier is the Director of Policy, Infectious Diseases and Pandemic Preparedness within Global Affairs Canada’s Health and Nutrition Bureau. She leads Global Affairs’ policy engagement in global health fora including the WHO, G20, and G7 and is responsible for GAC’s investments and engagement in combatting infectious diseases, as well as pandemic preparedness.
She joined the Government of Canada via the Canadian International Development Agency in 1999 and has worked in various roles in multilateral affairs and international assistance, including as Head of Cooperation in Jordan (2009–2012), as Chief of Operations in Mozambique (2009–2012), and Health Counsellor at Canada’s Permanent Mission to the United Nations in Geneva (2016–2021). She also spent over a decade on humanitarian policy issues and response, managing Canada’s responses to a wide variety of protracted crises and disasters, and working with the United Nations High Commissioner for Refugees in Bangladesh. She has degrees in Political Science and International Development from the University of McGill and Ottawa.
Daiho Fujii, Deputy Vice Minister for International Affairs (IDA Deputy), assumed the current position in July 2023 after serving as Director of Planning and Administration Division (2022 -2023) and Director of Development Policy Division (2021 -2022) of the International Bureau. Prior to these, he served as Director in the Tax Bureau (2020 -2021, in charge of international tax policy, 2019-2020, in charge of Research). He worked at the World Bank as Alternate Executive Director for Japan from 2013 to 2017. He holds a Bachelor of Law (LLB) from the University of Tokyo (1994) and an MA in Political Science from Stanford University (1997).
Anne-Claire AMPROU is the French Ambassador for Global Health and, since April 2022, the French negotiator of the international agreement on pandemic prevention, preparedness and response.
After starting her career as a hospital director, she joined the Inspectorate-General of Social Affairs. She was a member of the Ebola task force and then Deputy Director General for Health at the French Ministry of Solidarity and Health. Before coordinating the French response to the Covid-19 crisis in 2021, she was Chief General Manager of Universcience, a cultural and scientific institute.
Anne-Claire AMPROU est l’Ambassadrice française en charge des questions de santé mondiale et, depuis avril 2022, la négociatrice pour la France de l’accord international sur la prévention, la préparation et la riposte face aux pandémies.
Après avoir commencé sa carrière comme Directrice d’hôpital, elle a rejoint l’Inspection générale des affaires sociales. Elle a été membre de la task force Ebola et a été ensuite Directrice générale adjointe de la santé au Ministère des solidarités et de la santé. Elle a coordonné la réponse à la crise de la Covid-19 en 2021 après avoir dirigé Universcience, établissement culturel et scientifique.

Mr. Saud M. AlBarrak is the Director General of International Financial Institutions at the Ministry of Finance (MoF) in Saudi Arabia. He also serves as the Saudi Deputy-Deputy in the G20 Finance Track and acts as the lead representative at the International Financial Architecture Working Group. Prior to this role, he held the position of Director of the Multilateral Development Banks and Funds Department at MoF. Between 2019 and 2020, he served as a Policy Advisor at the Saudi G20 Presidency. Mr. AlBarrak holds a BA in Finance and an MBA from Al Yamamah University as well as a Postgraduate Diploma in Project Management from Washington State University.

Joven Z. Balbosa Undersecretary of International Finance GroupJOVEN ZAMORAS BALBOSA is the newly appointed Undersecretary of International Finance Group (IFG) of the Philippines Department of Finance (DOF). He is an economist and governance specialist.
Before becoming a Government Official, he spent most of his time as a member of the faculty of Andres Bonifacio College, Dipolog City - his hometown, teaching Law and Economic Development, Public Finance, and Local Government Finance. He also serves as consultant to the Corporate Affairs Group of the Department of Finance.
Mr. Balbosa holds a Master’s degree in Development Economics from Williams College, United States; a Diploma in Advanced Specialization in Development Economics from the University of Colorado, United States; and a Bachelor’s degree in Economics from the University of the Philippines.
He has more than 30 years of professional experience in macroeconomics, public sector management, country strategy formulation, programming, and evaluation. He joined the Asian Development Bank (ADB) in 2005 and since then has held a wide range of roles with increasing levels of responsibilities mostly in the Southeast Asia Region Department (SERD), and at the Independent Evaluation Department (IED).
With SERD, he played a crucial role in drafting and facilitating the adoption of key public sector management policies in support of the Philippines and other Southeast Asian Countries.
With IED, he led the team that provided important lessons and recommendations for improving ADB’s support for fragile and conflict-affected areas, comprising the Pacific Islands, Afghanistan, Myanmar, among others.
Prior to joining ADB, Mr. Balbosa served as an Economist at the World Bank Group. Earlier, he worked at the House of Representatives, Government of the Philippines; academe; and the private sector (at San Miguel Corporation and Indosuez Credit Agricole) in the field of macroeconomic analysis, corporate strategy, equities research, governance, national budgeting, and public finance.

Mohamed Hassany serves as the Health Minister's Assistant for Projects and Public Health Initiatives at the Ministry of Health and Population (MoHP) in Egypt. He is also an Associate Professor of Infectious Diseases and Hepatogastroenterology at the National Hepatology and Tropical Medicine Research Institute (NHTMRI) in Cairo. Additionally, he holds the position of Executive Director of the National Committee for Control of Viral Hepatitis (NCCVH), MoHP, Egypt.
Dr. Hassany's expertise and dedication were acknowledged when he was appointed as a member of the Regional Validation Committee (RVC) for the Elimination of Mother-to-Child Transmission (EMTCT) and the control and elimination of hepatitis B and C within the WHO Eastern Mediterranean Regional Office (EMRO)
In recognition of his leadership in healthcare, Dr. Hassany was chosen as a member of the Governing Board of the African Medicine Agency (AMA) of the African Union. He is also a member of the Governing Board of the Pandemic Fund.
Furthermore, Dr. Hassany is a Board Member of the Access to COVID-19 Tools (ACT) Accelerator Council of the WHO and served as a board member on the Regional Advisory Panel for the MENAT (Middle East, North Africa, Afghanistan, and Pakistan) Initiative of the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, USA.
Dr.Hassany has recently been nominated as a member of the Programme, Budget, and Administration Committee (PBAC), and the Standing Committee on Health Emergency Prevention, Preparedness and Response (SCHEPPR) of the Executive Board of the WHO
Dr. Hassany has authored more than 120 international peer-reviewed publications and book chapters focused on viral hepatitis and its related complications. He is also an editorial board member and reviewer for numerous international peer-reviewed journals.
The Honourable Dr. Frank Anthony, Minister of Health has been practicing medicine in Guyana since 1993. In addition to being in clinical practice over the years, Minister Anthony taught at the University of Guyana as an adjunct professor in Public Health and consulted for several organisations in this field. From 2006 to 2015, he served the people of Guyana as the Minister of Culture Youth and Sports, and as the shadow Minister of Health from 2015 to 2019.
He also served in various capacities, including as the Executive Director of the Health Sector Development Unit, Member of the Guyana Medical Council, Member of the Constitution Reform Commission, Member of the University of Guyana Council, Vice-Chair of the Ethnic Relations Commission, among others. SECRETARY RALPH GONZALEZ RECTO DEPARTMENT OF FINANCE Ralph Gonzalez Recto is the current Secretary of the Department of Finance (DOF) and Member of the Monetary Board, the highest policy-making body of the Bangko Sentral ng Pilipinas (BSP), representing the government.
Immediately prior to Secretary Recto’s appointment, he served as Deputy Speaker of the House of Representatives in the 19th Congress, representing the 6th District of Batangas. His extensive political career includes three terms in the Senate from 2001 to 2007 and from 2010 to 2022, where he held key positions such as Senate President Pro Tempore (16th to 18th Congresses), Senate Minority Leader (17th Congress), and Chairperson of the Committee on Ways and Means (12th, 13th, and 15th Congresses). He started his political career as Representative of the 4th District of Batangas from 1992 to 2001.
Known for his sound judgment and mathematical prowess, Recto is regarded by his peers in the legislature as the “resident numbers genius.” As a seasoned legislator, he pursued key tax measures and economic reforms aimed at addressing the cost of living, generating meaningful employment, and expanding the country’s fiscal space.
Among the major laws he principally authored/sponsored were the Tax Reform for Acceleration and Inclusion (TRAIN) Act; the Universal Healthcare Act; the Rice Tariffication Act; the Ease of Doing Business and Efficient Government Service Delivery Act of 2018; the General Tax Amnesty; the Rationalization of Excise Tax on Automobiles; and the Social Reform and Poverty Alleviation Act.
Recto is also known for his steadfast leadership, particularly his decisive actions during crises. With world markets reeling from the global financial crisis in 2008, he accepted the call to serve as Socioeconomic Planning Secretary of the National Economic and Development Authority (NEDA).
As NEDA chief, he led the crafting and monitoring the government’s Economic Resiliency Plan (ERP). To protect the gains from the ERP and prepare the country for a strong resurgence, he introduced the Reloading Economic Acceleration Plan (REAP).
When the COVID-19 pandemic struck in 2020, Recto co-authored the Bayanihan to Recover as One Act and the Bayanihan to Heal as One Act, as well as initiated budget priorities that were necessary not only to stop the spread of the virus but also to accelerate economic recovery. Budget allocation was provided for social amelioration programs to alleviate the plight of those whose livelihoods were affected by the lockdowns.
He also co-authored measures that effectively cushioned the impact of the pandemic-induced economic downturn, such as the Financial Institutions Strategic Transfer (FIST) Act and the landmark Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act.
Recto holds a bachelor’s degree in Commerce majoring in Business Management from the De La Salle University in Manila. He also earned masteral units in Business Economics from the University of Asia and the Pacific, and in Public Administration from the University of the Philippines. Additionally, he completed a Leadership Course at the John F. Kennedy School of Government at Harvard University.
As Secretary of Finance, Recto aims to bring to life the President’s vision of a Bagong Pilipinas – one that is marked by genuine social and economic transformation felt by every Filipino. His key priorities include curbing inflation decisively, securing a reliable flow of revenues to fund the government’s social and infrastructure programs, optimizing tax administration efficiency, ensuring long-term fiscal sustainability, acting swiftly on investments, and driving more initiatives to boost the economy as well as broaden the country’s tax base. Secretary Recto, in his valedictory speech when he left the Senate in 2007, expressed that his destiny to serve the people might be in another capacity, and this is one such role, to be in a place surrounded by numbers and technocrats who roll out real and tangible opportunities for the people.
Prof. Claude Mambo MUVUNYI is the Director General of Rwanda Biomedical Centre. He has more than 10 years of technical, managerial, and strategic experience and expertise in the field of clinical and public laboratory medicine with special focus on clinical microbiology, laboratory systems and service strengthening, and global health security.
Prof. Claude Mambo MUVUNYI is currently a full professor of clinical Microbiology and Laboratory Medicine. He holds a degree in general medicine from the university of Rwanda, a specialization and a PhD in Clinical Microbiology from the University of Ghent, Belgium. He also holds a master's in medical Virology from the University of Manchester.
Prior to joining the RBC, Prof. Claude Mambo MUVUNYI was a Senior Regional Laboratory Advisor at ICAP at Columbia University, providing technical and strategic leadership support to the Laboratory program/project in building quality assured diagnostic capacities at all levels in the network (public and private health laboratories) of countries in Africa, South and Central Asia, and central America. He has also been a senior consultant for World Health Organization (WHO) supporting WHO’s programs for Antimicrobial Resistance (AMR) surveillance and diagnostic capacity building in African countries. He has been the Head of National reference Laboratory, and the Director of Microbiology unit as well as a study physician for AIDS Vaccine clinical and feasibility research at Project San Francisco.
He has published papers in several international and regional peer-reviewed journals and has made numerous presentations in international conferences. His research interests include evaluation of diagnostic methods (molecular and serological) for infectious diseases and operational research on diagnostic implementation and scale up, and to assess the impact of the new diagnostic for infectious diseases.

As the Deputy Chief of Global Advocacy and Policy in AIDS Healthcare Foundation (AHF), Loretta is responsible for the development of HIV and other global public health strategy and policies for 45 countries around the world.
Before joining AHF, Loretta was the Chief Executive of a Hong Kong based NGO, AIDS Concern, and she has gained over six years of solid experience in organization management. She was the former board member of the Developing Country NGO Delegation to the Board of the Global Fund, which enhanced her knowledge and skills in handling multi-lateral collaborations in aid programmes. She was also elected as the Vice Chair of the Implementer Group in the Global Fund, which allowed her to lead 10 of the Board implementer constituencies.
Loretta has excellent interpersonal skills and strong leadership in organization and team settings. She has a positive mind set and is willing to learn new knowledge and skills. She is sensitive to the diverse needs of affected populations at country level and ready to defend their needs and rights. She is strong in communications and can engage with people from all walks of life and diverse cultural background.

Dr Chikwe Andreas IHEKWEAZU, MBBS, DCH&TM, MPH, EPIET, FFPH
Dr Chikwe Ihekweazu is Assistant Director-General at the Health Emergencies Programme of the World Health Organization.
Prior to this, Dr Ihekweazu was the first Director General of the Nigeria Centre for Disease Control (NCDC) and led the agency between July 2016 and October 2021, where he built up this national public health agency from a small unit to a leading public health agency in Africa, working closely with the Africa Centres for Disease Control. He acted as Interim Director of the West Africa Regional Centre for Surveillance and Disease Control through 2017.
Dr Ihekweazu trained as an infectious disease epidemiologist and has worked in leadership positions in several national public health agencies, including NCDC, the South African National Institute for Communicable Diseases (NICD), the UK's Health Protection Agency (HPA), and Germany’s Robert Koch Institute (RKI). Dr Ihekweazu led several short-term engagements for WHO, mainly to build surveillance systems and in response to major infectious disease outbreaks around the world. He was part of the first WHO COVID-19 international mission to China, in February 2020.
Dr Ihekweazu is a graduate of the College of Medicine, University of Nigeria and has a Master in Public Health (MPH) from the Heinrich-Heine University, Dusseldorf, Germany. In 2003, he was awarded a Fellowship for the European Programme for Intervention Epidemiology Training (EPIET) and subsequently completed his Public Health specialisation in the UK (FFPH). He has over 150 publications in medical peer review journals mostly focused on the epidemiology of infectious diseases.
He is the recipient of an Honorary Doctor of Science (DSc) awarded by the Liverpool School of Tropical Medicine, UK, the National Productivity Order of Merit (NPOM) of the Order of the Niger (OON) awarded by the President of the Federal Republic of Nigeria, for his service to Nigeria.

Dr Joy St John’s 30 year career in Public Health has allowed her to give service at the national, regional and global levels.
She rose through the ranks of Public Health in Barbados to become the first Barbadian to be Chief Medical Officer of her country, from 2005 to 2017.
She has served as the Director and most recently in June 2024, completed 5 years as the first female Executive Director of the Caribbean Public Health Agency.
She was the first Caribbean person to Chair the Executive Board of WHO and also became the first Barbadian Assistant Director General at WHO with responsibility for Climate and Other Determinants of Health in 2017 .
She has focused on overall Health Systems Strengthening at each stage of her career. Her firm but fair leadership has had particular focus on mitigating the harmful effects of Climate Change on Health, the fight against Non Communicable Diseases, and protecting Caribbean Regional Health Security.
Dr St John was fortunate to lead the CARICOM regional public health response to the COVID-19 pandemic. She therefore brings a wealth of practical experience in using Health Diplomacy in working with Heads of Government, Health Leadership, International Development Partners and multiple sectors in Pandemic Preparedness and Response.
She is currently Vice Chair of the Technical Advisory Panel of the Pandemic Fund Board.

The MFAT division that Deb leads covers New Zealand’s engagement with, and funding to, multilateral development organisations, New Zealand’s international humanitarian policy and action, and international development and humanitarian partnerships with New Zealand NGOs. Her previous roles with the Ministry include Deputy Director of both Humanitarian and Pacific Regional programmes. Prior to joining MFAT, Deb was a manager at the Office of Treaty Settlements in the Ministry of Justice with responsibility for leading policy and negotiations on the settlement of historical claims under the Treaty of Waitangi. Erika Placella received her Master degree in History of Medicine at the University of Geneva. She completed her education with a specialization in Public Health and various additional trainings, including at Johns Hopkins Bloomberg School of Public Health and ICRC/WHO.
Erika Placella has over 22 years of experience in public health and global health. She is currently the Head of Health at the Swiss Agency for Development and Cooperation (SDC).
Before joining the SDC, Ms Placella worked for various medical and public health organisations in Africa, Asia and the Middle East, in the field of zoonoses, sexual, reproductive and child health, food security/safety and NCDs (including mental health).
Ms Placella has a thorough understanding and knowledge of health trends, health reforms, health systems and related challenges, with a focus on primary healthcare and prevention and control of major NCDs, in Africa, Asia, and Eastern Europe and Central Asia.
Ms Placella leads the development of health at SDC, as well as global initiatives aiming at contributing to major health challenges, including global health governance issues.

As a physician, public health practitioner, and administrator, his profound commitment to public health is evidenced by his vast experience designing and implementing public health interventions across all levels of governance.
At ADB, Dinesh handles a bank-wide diverse portfolio, which includes knowledge work and transformational projects on human resources for health management, health sector assessments, pandemic preparedness, adult vaccination, Vaccine Therapeutics and Diagnostics Manufacturing and Regulatory Strengthening, Early Childhood Development Projects, and ‘One Health’ projects.
He is doing seminal work on Climate and health, including evolving the principles of Climate and Health interaction, endorsed by India’s G20 presidency.
Dinesh is a Chevening scholar with a master’s degree in Economics, besides being a physician.
He is currently pursuing doctoral studies in health policy from Johns Hopkins University (JHU) as a Dean Scholar after completing a Master’s in Public Health from JHU as a Sommer scholar in 2020.

He also manages AIIB’s engagement with global and regional coordination mechanisms and partners to build relationships and mobilize additional resources for the Bank’s investment operations. Before joining AIIB in August 2022, he was Deputy Director, International Development Finance for the Bill & Melinda Gates Foundation, where he was in charge of building strategic partnerships and setting up innovative financing mechanisms to mobilize public and private resources toward the Sustainable Development Goals. Previously, he worked for the African Development Bank Group where he was in charge of the Performance Based Allocation System of the African Development Fund and the coordination of the Annual Country Policy and Institutional Assessment. He also worked as a policy analyst for the Center for International Development at Harvard University and as a senior financial officer at the Central American Bank for Economic Integration in Honduras. Rodrigo holds a master’s degree in public administration in International Development from Harvard Kennedy School of Government, a master’s degree in economics from the Centro de Estudios Monetarios y Financieros in Madrid, and a bachelor’s degree of Science in Economics from the Universidad Torcuato Di Tella in Argentina. Katrin Taylor, One Health Strategic Programming and Partnerships Officer, FAO, supports programme design and growth for FAO’s One Health Priority Programme Area as part of its new Strategic Framework (2022-31), as well as for the Quadripartite (FAO, UNEP, WHO, and WOAH) One Health Joint Plan of Action.
She coordinates and engages a wide variety of FAO’s partners, strategizing entry points and joint interests to advance One Health in support of Member countries’ priorities.
Her portfolio includes setting up key funding mechanisms, including as an example, the Quadripartite AMR Multi-partner Trust Fund.
In view of leveraging sustainable financing, she is engaged in a study on the Return of Investment for One Health and pilots for national One Health investment planning.
Acting as FAO Pandemic Fund Coordination focal point, she has been involved in setting up a network of support alongside technical colleagues to ensure FAO’s strong engagement in the Fund.
She draws from varied achievements over 20 years, including with FAO, Non- Governmental Organizations and governments- in countries of the South and North - developing strategy and match-making partnerships with traditional and emerging partners, including International Financial Institutions, South and Triangular Cooperation, and the Private Sector.
Dr. Douglas Noble (BSc, BMBCh, MRCS, MPH, MD(Res), FRSPH, FFPH) is the Associate Director for Public Health Emergencies Preparedness and Response for UNICEF. As the global lead for public health emergencies in UNICEF he is driven by a desire to ensure that girls and boys, families and communities are prepared and protected during public health emergencies.
Dr. Noble first joined UNICEF in 2013 as the Regional Health Adviser for South Asia based in Kathmandu, Nepal. He later joined UNICEF China as the Deputy Representative from 2017 - 2023.
He has also previously worked in the UK National Health Service, Department of Health and Health Protection Agency, with the World Health Organization, and was a Harkness Fellow with the Commonwealth Fund. He has an honorary academic affiliation with the University of Oxford.
Dr. Noble studied science at the University of St. Andrews and medicine at Oxford University. He has a master’s degree and research doctorate in public health from Johns Hopkins and Queen Mary University of London, respectively. He is a British national.
Dr Chungong is a global leader committed to advancing Global Health Security and championing Public Health initiatives.
She is currently the Director of the Health Emergency Preparedness, Assessment & Monitoring Department at the World Health Organization, Headquarters in Geneva and in charge of country level health emergencies preparedness under the International Health Regulations (IHR). This includes the global guidance for the States Parties Annual Reports under the IHR, the Joint External Evaluations, the country planning, simulation exercises, intra and after-action reviews, all underpinned by the multisectoral, one health and whole of society approach. The work also covers the development of national investment cases and mapping of health emergency preparedness financial and technical resources. The department provides evidence-based information for capacity building and actions for emergencies, building strategic partnerships for health security, and strengthening Disaster Risk Management and Resilience.
She is also the technical lead of the Universal Health and Preparedness Review (UHPR) Secretariat, an innovative mechanism aimed at elevating emergency preparedness at the highest levels of government, fostering transparency, trust, and solidarity among Member States.
Dr Chungong provided the global strategy to WHO Member States in systematically reviewing their response to COVID-19 (Intra-Action Reviews) to be better prepare to future health emergencies and reduce the impact of disasters.
She spearheaded the development and implementation of the International Health Regulations Monitoring and Evaluation Framework, as well as global policies, strategies and tools for IHR implementation, resulting in improved IHR core capacities across Member States.
Dr Chungong worked at the national level, and at the global level in various capacities on surveillance and response systems strengthening, the International Health Regulations, and country preparedness for health emergencies. She led the WHO global response to Ebola Virus Disease (EVD) in 2014 as the global incident manager, coordinating response teams across various countries in West Africa. She set up the EVD readiness systems in 19 neighboring countries and managed the Global Outbreak Alert Response Network, bringing over 150 institutions together to provide a concerted support to countries. She carried out active outbreak investigations, including leading the first investigation of a new syndrome that was later coined as "nodding disease”.
She is a recipient of the Chevalier de l’Ordre du Mérite from the Republic of Cameroon for services to Global Health and holds a Masters degree from the University of Leeds, Diploma of Community Medicine from the University of Geneva and a Doctorate of Medicine from the University Centre for Health Sciences (CUSS) in Cameroon.
Magnus Lindelow is the Global Program Lead for Pandemic Prevention, Preparedness, and Response and Public Health at World Bank. In this capacity, he oversees a team in the global unit and is the corporate focal point on the PPR and public health agenda for the Bank. He also leads the Bank's Flagship Training Program on Health System Reform and Sustainable Financing. Previously, Magnus worked for the World Bank in Africa, East Asia, and Latin America in different roles, including as Country Sector Coordinator in South-East Asia, Program Leader for Human Development in Brazil, and, most recently, as Practice Manager for Health, Nutrition and Population in East and Southern Africa (2015-2019) and West and Central Africa (2019-2023). In his most recent roles, Magnus has overseen large operational portfolios, covering health system strengthening, performance-based financing, maternal and child health, nutrition, health emergency preparedness, and women and girls' empowerment, and was closely involved in the conception, establishment, and operationalization of the Pandemic Fund. He holds a DPhil degree in Economics from Oxford University and has published books, research articles, and reports on health system reform, service delivery, impact of health sector programs, distributional issues in the health sector, public finance, service delivery, poverty, and other topics.

Farid Fezoua is the Global Director for Health, Education, and Services at IFC, a member of the World Bank and the largest global development institution focused on the private sector in emerging markets.
Based in Washington DC, he is responsible for managing IFC’s investment and advisory services in health and education, tourism, retail, and property, leading a team responsible for an $8.2 billion investment portfolio.
Prior to joining IFC, Farid was President and CEO of General Electric Africa, leading GE’s operations in Sub-Saharan Africa, including developing sustainable solutions to strengthening health systems.

Since 2021, David has been working for Gavi, the Vaccine Alliance, as their first Director Development Finance. He is responsible for managing Gavi’s relationship with Multilateral Development Banks and International Financial Institutions and for designing innovative financial instruments to help support Gavi’s mission in lower-income countries.
Prior to joining Gavi, David worked at the World Bank Group where he was an Alternate Executive Director representing the UK at Board level. In his 5 years at the Bank he played a role in the historic capital increase agreed in 2018 and helpful oversee the Bank Group’s response to the Covid-19 pandemic.
David spent the first decade of his career working in a range of domestic and international facing jobs in the UK government, working predominantly at the UK Treasury but also in the Cabinet Office and the Department of Energy and Climate Change.

Harley is Head of Strategy and Policy at the Global Fund to Fight AIDS, Tuberculosis and Malaria. He leads development of the Global Fund’s Strategy and strategic direction, revisions to the Fund’s allocation model for greater impact, oversees the Fund's Key Performance Indicators and internal performance metrics, and coordinates Secretariat and Board-level decision-making on critical policies from fragile states to sustainability to climate change.
Previously, he served for over 2 years as the Director for Global Health, Food Security and Development at the National Security Council. He was a 2010-2011 White House Fellow and Senior Public Health Advisor at the United States Agency for International Development. Prior, Harley served as Director of the Global Health and Foreign Policy Initiative and a Professorial Lecturer at the Johns Hopkins Nitze School of Advanced International Studies.
Harley also served as an author and senior consultant to the CSIS Global Health Policy Center and is a Fellow with the Truman National Security Project. Prior to Johns Hopkins, Harley consulted for the Nuffield Trust on health and security issues, was a program associate with the California Endowment, and worked as an interviewer and analyst on the Baltimore City needle exchange vans. Harley was a Luce Scholar in Chiang Mai Thailand, worked in the Nagatyad refugee camp with refugees from the Bosnian War, and volunteered for 3 years with the Llanberis Mountain Rescue Team on Mount Snowdon in North Wales.
Harley received a Ph.D. in public health policy from the London School of Hygiene and Tropical Medicine, a Masters in Public Health from the Johns Hopkins Bloomberg School of Public Health, and graduated with Honors from Wesleyan University.

H.E Dr. Jean Kaseya, a Congolese Medical Doctor with advanced degrees in Epidemiology and Community Health, was appointed Director-General of the Africa Centres for Disease Control and Prevention (Africa-CDC) during the 36th African Union Summit of Heads of State and Government in February 2023.
H.E Dr. Jean Kaseya brings to this position over 25 years of expertise in the field of public health, having held pivotal roles both at the national and international levels with various organizations from the private sector, philanthropies, and bi and multilateral development partners.
Before assuming his role as Director-General of Africa CDC, H.E Dr. Jean Kaseya had a distinguished career, holding multiple significant roles.
At the national level, Dr. Kaseya has been entrusted with significant responsibilities, contributing his expertise to the health initiatives of his home country. These roles have included serving as a Senior Adviser to President Laurent Desire Kabila at a ministerial level, where he played a vital role in shaping healthcare policies and strategies. Additionally, he has taken on roles such as the Head of Routine Immunization within the National Expanded Programme on Immunization, showcasing his dedication to enhancing healthcare delivery at the grassroots level. On the international stage, he has worked with prominent organisations such as UNICEF, Gavi, CHAI, and the World Health Organization, where he has been instrumental in driving forward various health initiatives of continental significance.
As the Director-General of Africa-CDC, H.E Dr. Jean Kaseya oversees the organisation's fundamental political, strategic, and technical functions. Emily Tagliaro heads the Engagement & Investment Department at the World Organisation for Animal Health (WOAH). Her principal function is to engage in dialogues with resource partners to secure investments and resources to fortify the realization of WOAH’s mandate, mission, and strategic plans. She collaborates closely with colleagues and partners (institutional, technical, scientific) to deliver on commitments with results and value for money. An Australian cultural anthropologist, she has passionately dedicated the past 20 years to strategy development, resource mobilization and management for the health, agriculture, and environment sectors. Emily's commitment to veterinary public health shines through her diverse journey, including roles at the Italian Ministry of Health, private consulting, and academia.

Serina is Executive Head of the G20 Joint Finance-Health Task Force Secretariat, housed in the WHO. Prior to taking on this role in June 2023, she was Deputy Director for Global Issues and Governance at HM Treasury, UK where she led global policy and the G7/G20 team. In Global Health, she led UK vaccines and therapeutics spending and policy during Covid-19, established HM Treasury’s Global Health capability, and delivered the Joint Finance and Health G7 Chair’s Statement on AMR in 2021 under the UK’s G7 Presidency. She has extensive policy delivery experience in the intersection of public and private finance, climate and development, having led the UK’s COP26 Finance Day policy in 2021, headed the Private Sector Department in DFID (now FCDO), as private sector adviser for the Green Climate Fund. Prior to joining the Civil Service in 2009, she had a long-established international career in private finance, including as a partner in a start up investment advisory firm taken to public listing, in senior roles at Nomura International and at Prudential/M&G Investment Management as an investment professional managing flagship pension and investment funds.
She is a CFA charter holder and holds a BSc in Politics, Philosophy and Economics, an MSc in Environmental Economics and a Diploma in International Development.

A Romanian national, Darius M. Stangu is a Senior Financial Officer in the Trust Funds and Partner Relations department, Development Finance Vice-Presidency of the World Bank. Since 2007, Darius has provided trustee services to several multi-billion, multi-partner Financial Intermediary Funds (FIFs) (e.g., The Pandemic Fund, Climate Investment Funds, International Finance Facility for Immunization, Global Environment Facility, CGIAR, Global Concessional Funding Facility, Haiti Reconstruction Fund, MENA Transition Fund, etc.). He also brings expertise and experience in the design and implementation of new FIFs, while assuring compliance with World Bank’s policies and procedures for managing FIFs. Darius recently completed a 1-year developmental assignment in the World Bank Group’s Internal Audit department, supervising teams performing internal control audits. Darius started at the World Bank in 2003 servicing loans, reviewing clients' withdrawal applications, financial statements and audit reports for compliance with WBG policies and fiduciary standards. Before joining the World Bank, Darius advised PricewaterhouseCoopers’ multinational clients in Romania on their tax policies. As a young Finance Director for Sumitomo in Romania, he wrote all the financial, tax and accounting policies for the company, and hired and trained the finance and accounting staff. Darius started his career at Procter & Gamble in Romania, as a junior accountant while still pursuing his Economist degree, and progressed to heading the Finance & Accounting department.

Andrew Giddings is a Senior Counsel at the World Bank, where he leads on legal aspects of funds for global public goods in areas of health, nutrition & population, climate change, and environment, natural resources & blue economy. He is an expert in governance, international financial law, and sustainable development, and has extensive experience in ethics and business conduct, having served as Senior Director and Head of Ethics and Business Conduct at CGIAR, a global research partnership for food, land, and water systems. He has also previously worked as Senior Counsel at the International Monetary Fund, as a US Navy JAG Corps Officer/General Counsel, and as a finance attorney with Shearman & Sterling LLP in New York. He also serves as Counsel to the Board of the BankFund Credit Union and as a member of the Advisory Council of the Northern Virginia Conservation Trust. He holds a JD from Harvard Law School, an MA in Law & Diplomacy from the Fletcher School, a BA in International Relations and History from Tufts University, and certificates in fields such as sustainability leadership, environmental law, and international politics.
