A career member of the Senior Foreign Service, Jeff Graham is the Senior Bureau Official for the Bureau of Global Health Security and Diplomacy (GHSD). He was the inaugural Principal Deputy Coordinator for Global Health Security and Diplomacy for the bureau. He leads a team of health diplomats and global health experts to elevate and integrate global health security as a core component of U.S. national security and foreign policy.
Jeff most recently served as a member of the Secretary of State’s Policy Planning Staff (S/P) where he was responsible for China/Taiwan strategy and served as coordinator of the State Department’s global Policy Risk and Opportunity Planning (PROP) program. From 2018-2021, he was Deputy Principal Officer at the U.S. Consulate General in Shanghai, where he concurrently served as Chair of the Board of Trustees of Shanghai American School, one of the largest international schools in the world. His previous overseas postings with the Department include Beijing, Ghana, Taiwan, Chengdu, and Ethiopia. Jeff also served domestically as Deputy Director and later Director of the Office of Multilateral Affairs in the Bureau of East Asian and Pacific Affairs (EAP/MLA), where he was responsible for U.S. engagement with ASEAN, the Lower Mekong Initiative, and the South China Sea. He also served as External Political Affairs Unit Chief in the Office of Chinese and Mongolian Affairs (EAP/CM).
Prior to joining the Foreign Service, Jeff directed international educational exchange programs for a nonprofit organization in Boston, taught English in Mongolia, and worked with at-risk teens in New York State. He is a Distinguished Graduate of the National War College and holds bachelor’s and master’s degrees from Harvard University.
