Currently Director in the International Financial Relations Department at the Italian Treasury, Ministry of Economy and Finance, in charge of global public goods and innovative financing (AMCs and IFFIm).
In her career at the Ministry she has held various other positions, working on Multilateral Development Banks, IMF and G7-G20 issues.
Mr Seiche is the Head of Division for Pandemic Prevention and One Health in the German Federal Ministry for Economic Cooperation and Development (BMZ).
He joined BMZ in 2008 and has held several positions: He was an Advisor to the German Council Member with the Global Environment Facility, part of the German delegation to the Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC), and a Senior Policy Officer for bilateral cooperation with South Africa. From 2020 – 2025 he was the Head of the Division Data Management Policy in BMZ.
A career member of the Senior Foreign Service, Jeff Graham is the Senior Bureau Official for the Bureau of Global Health Security and Diplomacy (GHSD). He was the inaugural Principal Deputy Coordinator for Global Health Security and Diplomacy for the bureau. He leads a team of health diplomats and global health experts to elevate and integrate global health security as a core component of U.S. national security and foreign policy.
Dr. Sabin Nsanzimana is the Minister of Health of Rwanda since November 2022. He previously served as Director General of the University Teaching Hospital of Butare and the Rwanda Biomedical Centre.
He holds extensive experience in infectious disease and non-communicable diseases programs design, strategic planning and implementation science.
Dr. Muhamad Chatib Basri, a former Minister of Finance of Indonesia and former Chairman of the Indonesian Investment Coordinating Board. He currently serves as the Co-Chair of the Pandemic Fund.
Dr. Basri is now the Chairman of the PT Bank Mandiri tbk. and also Chairman of the PT XL-Axiata tbk.
Dr Ming Xu is a Professor and PhD supervisor, Dean of the Department of Global Health, School of Public Health and Associate Dean of the Institute for Global Health and Development at Peking University. His research areas are mainly focused on international development cooperation and global public goods for health, and international financing for health. He has a PhD in industrial economics and completed his postdoctoral fellowship in corporate strategic management at Peking University Guanghua School of Management.
Dr. Garzón is an experienced professional in Public Health, appointed as Minister of Health from May 2021 to July 2022. She was member of the IVI Board of Trustees representing Ecuador in 2022. Currently, she is Dean of Public Health at Universidad San Francisco de Quito.

Member of the Board of the Global Fund to Fight Tuberculosis, AIDS and Malaria, and Member of the Technical Revie Board (TRP): Chair of numerous WHO therapeutic guidelines for the prevention and treatment of HIV/AIDS.
Dr. Rebecca Katz is a Professor and Director of the Center for Global Health Science and Security, and holds joint appointments in Georgetown University Medical Center and the School of Foreign Service.
She leads a research team focused on global health diplomacy, financing for health security, implementation of the International Health Regulations, and global governance of public health emergencies.
Rajeev Sadanandan is a health policy and systems expert based in Kerala, India. Till recently he was the CEO of Health System Transformation Platform, a think tank on health policy and systems in New Delhi. Prior to that he had worked as health secretary of Kerala state, CEO of India’s national social health insurance programme, in addition to holding many other positions in state and federal governments. Rajeev worked for a brief stint in UNAIDS and was lead consultant on WHO SEARO’s Pandemic Preparedness Roadmap for 2023-27.
